London mayor Boris Johnson has agreed to review which vehicles should get free access to the central London congestion-charging zone.

The decision comes as a result of Volvo issuing a challenge to the mayor, saying that the current system “unfairly biases hybrid cars over other low-emitting vehicles”.

Volvo said the mayor responded to the campaign by saying the C-charge was set up to encourage lower emitting vehicles, but acknowledged that vehicle technology has moved on since its introduction.

Volvo also pointed to a survey run by What Car? that showed 50% of people believed the exemption should be based on emissions.

Only 34% believed that the current system of allowing hybrid cars to drive through the city centre for free was the fair method.
